Self-Contained Breathing Apparatus

Karachi Water & Sewerage Corporation (KW&SC), through its Office of the Procurement Committee for Repair and Maintenance Works, invites competitive bids for the supply and provision of self-contained breathing apparatus for health workers deployed to clean and desilt manholes within the sewerage system across four districts of Karachi, Sindh. This procurement covers four separate work packages estimated at PKR 20,64,174 each, totaling approximately PKR 82,56,696, funded from KW&SC's own budget allocation for the financial year 2025-2026. The breathing apparatus are essential safety equipment required for workers engaged in hazardous confined-space operations within the sewerage infrastructure of District West, District Central, District Korangi, and District Malir. The scope encompasses provision of apparatus meeting health and safety standards for ongoing repair and maintenance operations throughout the financial year.

Eligibility criteria require bidders to possess valid registration with the Sindh Revenue Board (SRB), Federal Board of Revenue (FBR), and GST compliance, along with active status on the Tax Payer List (ATL). Bidders must demonstrate technical experience of at least five similar works completed during the preceding three years (July 2022 to June 2025) with supporting completion reports. Mandatory qualification includes possession of at least one similar contract valued at not less than eighty percent of the estimated cost, or alternatively two similar contracts each representing a minimum of fifty percent of the estimated cost. Bidders must submit income tax returns and financial audit reports for the last three years, demonstrating average annual financial turnover equivalent to or exceeding the estimated contract value. Bid security of PKR 42,000 is required for each work package, submitted as a pay-order from a scheduled bank in favour of KW&SC. All eligibility documentation must be uploaded on the EPADS website; failure to comply with any criterion will result in automatic rejection regardless of bid price.

Bidding documents are available for download from the EPADS website (http://portalsindh.eprocurement.gov.pk) of SPPRA Sindh in accordance with Sindh Public Procurement Rules 2010. Bids must be submitted electronically through EPADS by 14:00 hours (2:00 PM) on 10-06-2026. The bid opening announcement will occur on 10-06-2026 at 14:30 (2:30 PM) at the office of the Accounts Officer (Sewerage) / Secretary Repair & Maintenance Works, KW&SC, Room No. 12-A, first floor, Block C, 9th Mile Karsaz Shahrah-e-Faisal, Karachi, in the presence of procurement committee members and contractor representatives as desired. Tender fees of PKR 3,000 per work package are non-refundable. Completion is expected within ten days of contract award.
