Description / Scope of Work
The Engineering Development Board (EDB) under the Ministry of Industries & Production, Government of Pakistan, invites Expressions of Interest (EOI) from all locally registered Electric Vehicle (EV) 2-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers for pre-qualification under the Pakistan Accelerated Vehicle Electrification (PAVE) Program, Phase-II and subsequent phases. This initiative aims to accelerate the adoption of electric vehicles across Pakistan, promote local manufacturing and value addition, strengthen the indigenous supply chain, ensure product quality and safety, and support sustainable industrial growth in line with the NEV Policy 2025-30. The programme targets 30 percent EV penetration by 2030, with distribution of electric vehicle 2-wheelers across Pakistan including Azad Jammu & Kashmir (AJ&K) and Gilgit Baltistan (GB) under the PAVE subsidy programme during Phase-II and subsequent phases.
Eligibility requirements mandate that all applicants must be locally registered EV 2-Wheelers OEMs or Assemblers holding valid Pakistan Engineering Council (PEC) Manufacturing Certificate and Pakistan Standards and Quality Control Authority (PSQCA) Licensee status. Participants must demonstrate full compliance with EDB's pre-qualification criteria. A non-refundable submission fee of PKR 5,000 must be paid in the form of Pay Order or Bank Draft drawn in favour of the Drawing & Disbursement Officer (DDO) at EDB.
Submissions must be made through PPRA E-PADS 2.0 portal with a submission deadline of June 08, 2026 at 11:00 AM, with bids to be opened on the same date at 11:30 AM in the presence of bidders.
