Description / Scope of Work
The National Highway Authority (NHA) under the Ministry of Communications, Government of Pakistan, is inviting open auction bids for operation, maintenance and management (OM&M) contracts of toll plazas on national highways across Pakistan. The auction covers multiple toll plaza locations with a combined monthly net reserve price of over Rs. 11 billion and earnest money deposits ranging from Rs. 600,000 to Rs. 15,873,600 depending on the specific toll plaza. This procurement is intended to generate guaranteed monthly revenue through toll collection on net guaranteed basis, inclusive of applicable taxes, for the period ending 30 June 2027. Bidders must be active taxpayers holding NTN certificates and possess valid government agency affiliation or business registration; blacklisted parties are not eligible to participate. All bid documents must be accompanied by earnest money deposits as specified for each toll plaza, along with relevant security and registration documentation. Bid documents can be obtained from the NHA office located at 28-Mauve Area, Sector G-9/1, Islamabad, with submission of sealed bids required at the same address. The auction opening is scheduled to take place on a specified date at NHA headquarters, with technical evaluation and financial assessment conducted according to published criteria. Prospective bidders are advised to thoroughly review all tender conditions and specifications before submission and contact the General Manager (Revenue) at the NHA office for clarification on any terms or technical requirements related to the specific toll plaza contracts.
