Description / Scope of Work
Punjab Financial Advisory Services (PFAS), a newly established entity under the Finance Department, Government of the Punjab, invites bids for the provision and implementation of an Enterprise Resource Planning (ERP) system. This procurement is referenced as PFAS/2025-26/03 with an estimated total cost of PKR 33,000,000 inclusive of all applicable taxes. The project scope encompasses the complete supply, installation, configuration, and implementation of an integrated ERP solution to support PFAS's financial, fiscal, and management advisory operations across Punjab.
Eligible bidders include firms, companies, sole proprietors, general order suppliers, joint ventures, and consortiums that are registered on EPADS and with relevant Registration Authorities and Tax Departments (Income Tax and Sales Tax). Partial bidding is not permitted; applicants must bid for all items as specified in Section III of the bidding document. The bid security requirement is PKR 660,000 (two percent of estimated cost), to be submitted in the form of Call Deposit Receipt, Bank Guarantee, Demand Draft, Pay Order, or Banker's Cheque valid for a minimum of six months and issued from a scheduled bank in favour of Punjab Financial Advisory Services Fund. Bidders must be registered on EPADS to participate.
The bidding document is available immediately after publication on the EPADS portal at https://punjab.eprocure.gov.pk, the Punjab Procurement Regulatory Authority website at https://ppra.punjab.gov.pk, and the PFAS website at https://pfas.com.pk/. Bids must be submitted exclusively through EPADS on or before 9th June 2026 at 11:00 AM; manual, hard copy, or courier submissions will not be entertained. Original bid security instruments must be submitted to the PFAS office before the bid submission deadline. Bid opening will occur on the same day at 11:30 AM through EPADS in the presence of bidders' representatives. The procurement process is governed by the Punjab Procurement Rules 2014 as amended.
