Description / Scope of Work
The Public Health Engineering Division Torghar, Government of Khyber Pakhtunkhwa, invites sealed bids through the E-PADS (Electronic Procurement and Proposal System) for the construction of water supply and sanitation schemes across nine packages in the Northern District of Khyber Pakhtunkhwa. The project encompasses water supply systems and sanitation infrastructure in areas including WSS Sallo to Zangia, WSS Sultan Abad and surrounding areas, WSS Danda Kandaow, and multiple street pavement and sanitation schemes in localities such as Garhi Bala Mada Khel, Gwandla Mada Khail, Prinjal Mada Khail, Chund Mada Khail, Madray Mareer Hassan Zai, and Paghar Azizullah Bassi Khel. The total estimated cost of all packages is approximately 173 million Pakistani Rupees, with individual package values ranging from 6.45 million to 39.95 million Rupees.
Bidders must be registered with E-pak Acquisition and Proposal System (E-PADS), Khyber Pakhtunkhwa Public Procurements Regulatory Authority (KP-PPRA), and other relevant regulatory bodies including the Pakistan Engineering Council and Provincial Regulatory Authority. Bidders are required to submit a security deposit of two percent of the estimated cost in the form of a bank draft or Treasury Challan. All bids must include affidavits stating Computerised National Identity Card (CNIC) details, tender fees, and technical documentation as per KPPRA regulations.
Bid documents can be downloaded from the E-PADS portal (epads.kppra.gov.pk) and Khyber Pakhtunkhwa Public Procurements Regulatory Authority website. Technical and financial bids must be uploaded separately on the E-PADS platform before the closing date of June 18, 2026 at 12:00 noon. Bids will be opened on the same day at 12:30 PM. All submissions must comply with single-stage two-envelope procedure guidelines, and incomplete or conditionally submitted bids shall be rejected as non-responsive. Bidders should direct queries through the E-PADS system, and all terms and conditions shall remain intact per KP-PPRA and E-Paid system rules.
