Description / Scope of Work
The Public Health Engineering Division Kohistan Upper invites electronic bids from eligible government-registered contractors for the construction of drinking water supply and sanitation schemes across northern districts of Khyber Pakhtunkhwa. Six works are being procured under this single stage two envelope tender with a combined estimated cost of approximately 129.697 million Pakistani rupees. The projects include water supply schemes for Sayid Jan Chaki to Sabar Jamil Abad (10.271 million), Ajmira to Sigal Daman Abad (10.520 million), Berh to Chaman Abad and Shalkin Abad (11.900 million), Mangi to Bakhi Village (12.917 million), Komila City (66.302 million), and Sazeen Das (17.907 million). All schemes are located in northern districts of Khyber Pakhtunkhwa province and form part of the development programme for 2025-26.
Eligible bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority and hold valid PEC registration for the current year (2025-26). Contractors are required to possess valid enlistment certificates from the Works Department, FORM-H documentation for companies, valid KPPRA forms, and FBR registrations. Bidders must provide updated audit reports from 01-07-2022 to 31 December 2025 and furnish affidavits confirming no litigation with PHE Division Kohistan Upper and no previous notices regarding project delays or stoppage. Contractors already working with the office must obtain performance certificates from the concerned SDO verified by the Executive Engineer. Bid security of 2% of estimated cost is mandatory along with stamp duty as per Khyber Pakhtunkhwa Finance Act No. XIII of 2021. Additional security provisions apply for bids quoted more than 10% below engineer's estimate.
Bidding documents including bills of quantities, specifications, and bidder instructions are available for download from the EPADS website (kp.eprocure.gov.pk) and from the PHE Division office. Technical and financial proposals must be uploaded through EPADS before the deadline of 18-06-2026 at 12:05 noon, with sealed envelopes also sent via registered courier to the Executive Engineer's office. Technical bid opening will occur on 18-06-2026 at 1:05 PM in the presence of interested contractors or their representatives. The clarification deadline is 11-06-2026 at 3:00 PM. Financial bids of technically responsive qualified bidders will be opened after technical evaluation. All bids must include mandatory documentary evidence including CNIC copies, PEC registration, enlistment certificates, audit reports, performance certificates, bank statements from 01-01-2024 onwards, and affidavits on stamp paper.
