Description / Scope of Work
Pakistan Real Estate Investment & Management Company Private Limited (PRIMACO), a wholly owned subsidiary of EOBI, invites sealed technical and financial proposals from eligible consultancy firms, companies and joint ventures for procurement of consultancy services covering preliminary surveys, studies and reports, detailed designs, PC-1 bidding documents, evaluation of bids and top supervision for construction of high-end luxury apartments at Plot No. 54, Main Gulberg, Lahore in the Federal region. The scope of work encompasses comprehensive preliminary surveys and feasibility studies, preparation of detailed architectural and engineering designs, development of PC-1 documentation for approval, preparation of complete bidding documents for procurement, evaluation and technical assessment of construction bids, and provision of top-level supervision during the construction phase of the luxury residential development.
Eligible bidders and consultancy organizations must be duly registered with the Income Tax and Sales Tax Departments and listed on the Federal Board of Revenue's Active Taxpayer List, holding all valid professional licenses from relevant regulatory authorities as detailed in the RFP document. Bidders are required to demonstrate technical competence, relevant experience in similar high-value projects, and financial capacity to execute the assignment. The consultancy services will be procured through Quality and Cost Based Selection methodology following Single Stage Two Envelope Procedure in accordance with Public Procurement Rules and Regulations.

Interested bidders must register on PPRA/EPADS V2.00 to download the RFP and participate in the bidding process. The pre-bid meeting will be held on 10 June 2026 at 1200 hours at the address below. Technical and financial proposals must be submitted through PPRA/EPADS V2.00 no later than 22 June 2026 at 1400 hours, with bid opening scheduled for 22 June 2026 at 1430 hours.
