Pakistan Ordnance Factories invites quotations for the supply of indigenous materials and fuel products under Tender Enquiry No. 0153/LP/CMC/56/P-E. The procurement includes diesel fuel, petrol, and lubricating oils to be supplied through bulk supply road tankers and fuel fleet cards to multiple cantonment locations across Pakistan including Wah Cantt, Sanjwal Cantt, and Havelian Cantt in Punjab province. The tender covers various petroleum products such as Diesel Fuel 47 Cetane 20 Pour, Petrol Super Premier Supreme Orange Colour, Motor Oil Class B Light Diesel, Oil Kerosene Grade B, and Petrol 100 Octane HOBC, with quantities ranging from 14,000 to 568,014 litres depending on the product and supply location. The total value of the contract is subject to GST at 18 percent and includes delivery schedules marked as immediate for all items.
Bidders must meet specific eligibility criteria and provide technical quotations in compliance with PPRA Rule 36(b) for single stage two envelope method procurement. Quotations should be submitted electronically via www.ebidding.pof.gov.pk as well as in hard copy form in sealed envelopes before 30 minutes of opening time. Manufacturers quality and test certificates are mandatory, and bidders must provide undertakings regarding fuel supply specifications and quality standards as per Ministry of Petroleum regulations. Credit limits for bulk supplies will be established on a quarterly basis, with maximum order quantities specified for diesel and petrol at different locations.
Tenders will be opened at 12:00 hours on 29 June 2026 at the Bid Centre adjacent to Rabita Hall, POFs, Wah Cantt, Punjab. The tender document is available on the official POF ebidding portal and hard copies can be obtained from the tender office. Prospective bidders are required to quote prices in column 5 with delivery dates in column 7 of the provided schedule, and all quotations will be evaluated strictly as per PPRA rules with the contract awarded to the most advantageous bidder following open competitive bidding principles.
