Description / Scope of Work
Water and Sanitation Agency (WASA), Lahore invites sealed bids from eligible contractors, firms, and companies for the construction of a quarter (residential accommodation) at Timber Market Pani Wali Tanki in Lahore, Punjab. This single-stage one-envelope procurement is being conducted through the Punjab e-PADS system in accordance with PPRA Rules 2014 and Punjab Procurement Regulations 2024. The estimated project cost is Rs. 1,990,540.49, as per Technical Sanction issued vide No. XEN(O&M-III)/RT/965-68 dated 23-05-2026. The scope encompasses all materials, labour, equipment, and services necessary to complete the construction work at the specified location in Lahore.
Eligible bidders must be registered on e-PADS with valid registration from the Federal Board of Revenue (FBR) and Punjab Revenue Authority (PRA), maintaining active filer status with certified NTN and PNTN certificates. Bidders are required to provide documentation including certification of incorporation and Memorandum/Articles of Association registered with SECP, or Partnership Deed registered with the registrar of firms, or Affidavit of Sole Proprietorship. Bid security in the form of CDR, Bank Guarantee, postal order, demand draft, or banker's cheque (excluding insurance bonds) for an amount equal to 4% of estimated cost, i.e., Rs. 79,625, must be submitted in both soft and hard copy formats. Hard copies must be submitted to the office of XEN(O&M-III) Ravi Town at Bhatti Gate Disposal Station, WASA, by the submission deadline.
Bidding documents are available exclusively on the Punjab e-PADS portal at www.punjab.eprocure.gov.pk and the PPRA website at http://ppra.punjab.gov.pk. Interested bidders must submit their e-bids through the e-PADS platform before 18 June 2026 at 01:30 PM, with bid opening scheduled for the same day at 02:00 PM. Bids must be submitted as PDF files and quoted against each item of the DNIT/BOQs with rates in both figures and words; bids quoted as percentages of estimated cost will be rejected. Hard copy submissions via post or telegraph are not accepted. The procurement authority reserves the right to reject all bids at any time prior to contract acceptance under applicable procurement rules.
