Description / Scope of Work
The Local Government and Rural Development Department, Buner District, Khyber Pakhtunkhwa is inviting sealed tenders for 23 construction and beautification works under the Provincial Annual Development Programme (ADP) 2025-26. The projects include tuff tile and street pavement works at Amnawar (35 million rupees), installation of street lights at multiple union councils, construction of green belts, beautification and monument construction at various locations including Malandari Top Buner and Tehsil Teshil areas, examination hall construction at continental model school Daggar, and plantation of trees with walking tracks at various tehsil locations throughout Buner district. The total estimated cost of all projects ranges from 1.15 million to 36.5 million rupees, with aggregate procurement value exceeding 400 million rupees for infrastructure and beautification enhancements across the district.
Bidders must be registered with Pakistan Engineering Council (PEC) and enlisted with C&W Department as per Centralized Enlistment Policy. Mandatory criteria include relevant codes for the specific work as per PEC standards. Bid security is required at 2% of estimated cost, with additional security obligations for bids quoted more than 10% below engineer estimates. Contractors quoting up to 10% below estimate submit 2% security only; those quoting 10% to 20% below must submit 8% additional security; and bids exceeding 20% below require detailed rate analysis with security equal to the differential amount plus the original 2%. All bidders must possess active Tax Filer status and valid PEC registration for the current financial year.
Bid documents can be downloaded from the official EPADS website (www.eprocure.gov.pk) and KP-PPRA website following publication of the Notice Inviting Tender. Bids must be submitted electronically through EPADS by 11:30 AM on June 22, 2026, with opening scheduled for 12:30 PM the same day. Bid securities must be uploaded on EPADS and original instruments physically delivered to the Assistant Director, LG&RDD, District Secretariat Tehsil Daggar at District Buner by the closing deadline. Online clarification deadline is 12:30 PM on June 11, 2026. Bid validity is 120 days from closing date. Contractors can attend bid opening; in case of tie, the contract will be decided through free toss. All applicable taxes will be recovered per government directives, and any additional terms will follow KPPRA Act and Rules.
