Description / Scope of Work

UNDP Pakistan is hiring an Individual Consultant for National Human Rights Institution (NHRI) Strategic Planning under reference UNDP-IC-2026-136. The assignment involves providing strategic planning consultancy services to support the development and implementation of comprehensive strategic frameworks for the NHRI in Pakistan. The contract duration is 130 working days spread over 8 months commencing from the date of contract signature. This is an individual contractor position focused on strengthening institutional capacity and governance of the NHRI through evidence-based strategic planning methodologies and best practices aligned with international human rights standards.

Eligibility criteria require candidates to possess extensive experience in strategic planning for human rights institutions, preferably with demonstrated expertise in NHRI operations, institutional development, and human rights frameworks. Applicants must have strong analytical and writing skills, knowledge of Pakistan's human rights landscape and institutional context, and the ability to work collaboratively with government and civil society stakeholders. Professional qualifications in human rights law, public administration, or organizational development are preferred.
