Description / Scope of Work
The Local Government and Rural Development Department, District Upper Chitral (LG&RDD) invites sealed tenders for uplifting and beautification activities under MRS-2025 (1st Bi-Annual) and non-MRS items. Five works are included in this tender notice covering improvement of Family Park at Booni, installation of signboards at Booni Bazar areas including Mastuj Bazar, Mulkhow, Charun Bazar, and supply of dustbins and wall art, solar street lighting at Bularain Bridge and DC office, link road improvement from Raho Chinar to Kuri Junali and Food Street Road, and footpath improvements with seating areas and black light boards at Booni. The total estimated cost across all works ranges from 15 to 30 million rupees, with bid security deposits ranging from 300,000 to 600,000 rupees. All works are scheduled to enhance public facilities and infrastructure in Upper Chitral, a district in Khyber Pakhtunkhwa province.
Eligibility requires bidders to be registered with the Federal Board of Revenue (FBR) and relevant provincial authorities as per Centralized Enlistment Policy. Bidders must possess relevant licenses such as KPFRA registration, CNIC and PEC registration where applicable. Bid security requirements vary based on bidding strategy: contractors quoting bids up to 10 percent below engineer estimates shall submit 2 percent bid security, while those quoting 10-20 percent below must submit 8 percent additional security plus 2 percent bid security. Bids exceeding 20 percent below estimates require detailed rate analysis and enhanced security deposits equal to the differential amount.
Bidding solicitation documents are available on the official EPADS website (www.portfalkp.eprocure.gov.pk) following Notice of Intent (NIT) publication. Filled bid documents with complete securities and supporting papers must be uploaded on the EPADS system online. Original call deposits and rate analysis should be submitted through courier to the Office of Assistant Director Senior LG&RDD, Upper Chitral before the closing deadline. Online clarifications close at 5:00 PM on June 16, 2026. Electronic bid opening is scheduled for June 23, 2026 at 12:30 PM. All tenders are subject to KPPRA Act and Rules with zero tolerance for corruption.
