Description / Scope of Work
The Panjnad Canal Division, under the Irrigation Department of Punjab, invites sealed e-tenders for the concrete lining of Kawani Minor from Reduced Distance (RD) 0+000 to 28+390 tail. This civil works project is valued at Rs. 156.960 Million and forms part of the Annual Development Programme 2025-26. The work is to be executed under the supervision of ADP Consultants and the Engineer In-Charge. Eligible bidders registered with the EPADS Punjab Portal (https://punjab.eprocure.gov.pk/) and other relevant bodies in appropriate category as per Punjab Procurement Rules 2014 may participate in this Open Competitive Bidding Single Stage-Single Envelope process. The project falls under the Panjnad Canal Circle, Irrigation Zone Bahawalpur.
Bidders must be registered contractors or firms with EPADS Punjab Portal to participate. Bid security has been fixed at 5 percent (Rs. 7,847,996), to be submitted as an original banking or financial instrument—Demand Draft, Call Deposit, or Bank Guarantee from a Scheduled Bank of Pakistan—in the name of the Executive Engineer, Panjnad Canal Division. The successful bidder will be required to furnish a performance guarantee at 10 percent of the contract amount within 15 days of notification. Failure to submit the performance guarantee within the specified time will result in forfeiture of earnest money and rejection of the tender.

Electronic bids must be submitted via E-PADS no later than 22nd June 2026 at 02:00 PM to the Zonal Procurement Committee (ZPC) at the Office of the Chief Engineer Irrigation, Bahawalpur Zone, Irrigation Complex Bahawalpur. Bid opening will take place on 22nd June 2026 at 02:30 PM in the presence of the ZPC and authorized bidder representatives. The completion period for the work is 24 months. All rates must be quoted in both figures and words against each item of the Bill of Quantities; percentage quotations on the estimated cost are not accepted. Bidders may address grievances to the Grievance Redressal Committee (GRC) as notified by the Chief Engineer.
