Pakistan Sports Board invites sealed proposals from eligible individual bidders for the operation, maintenance and commercial management of four futsal grounds located at Pakistan Sports Complex, Islamabad, Federal Province. This Request for Proposals seeks to unlock the sporting and commercial value of these facilities through a transparent and competitive procurement process. The successful bidder will be granted rights to operate the grounds for commercial and community sports purposes while maintaining acceptable standards, attracting users, improving facility utilization and preserving public access for sports development. The contract is structured as a consolidated package with a five-year initial term, extendable for an additional two years subject to contract terms and a minimum twenty percent increment in monthly payment.
Eligibility is restricted to individual bidders appearing on the Active Taxpayers List of the Federal Board of Revenue as of the bid submission date. Last three years' tax returns must be included in the technical proposal. Bidders must submit bid security of PKR 250,000 through pay order or bank draft in favour of Pakistan Sports Board. The minimum monthly utilization payment is PKR 250,000 per futsal ground, with an aggregate minimum of PKR 1,000,000 for all four grounds. Evaluation will be based on technical evaluation weighted at thirty percent and financial evaluation at seventy percent, with technical proposals requiring at least seventy percent of marks (twenty-one out of thirty) to qualify for financial proposal opening.
The pre-bid meeting is scheduled for 15th June 2026 at Pakistan Sports Complex, Islamabad. Sealed proposals must be submitted by 22nd June 2026 before 11:00 a.m. at the designated location. Bid validity is one hundred twenty days from the submission deadline. The award shall be made to the technically qualified bidder offering the most advantageous combined proposal to Pakistan Sports Board, with particular emphasis on maximizing financial returns. Bidders should ensure that financial figures are not disclosed in the technical proposal envelope, as any such disclosure may result in rejection of the proposal at PSB's discretion.
