Description / Scope of Work

The Pakistan Sports Board (PSB) invites competitive proposals under the Swiss Challenge Method for the design, development and operation of a modern, multi-purpose sports and recreation facility on approximately 3.72 acres of PSB-owned land in Karachi, situated opposite the Aga Khan University Hospital on Stadium Road. This public-private partnership (PPP) project follows an unsolicited proposal submitted by M/s Clock Tower Restaurants and includes international standard facilities such as 2 to 4 padel tennis courts, two futsal grounds, a semi-Olympic size swimming pool, an international standard gym, e-parking infrastructure, a convention centre, accommodation block, e-sports and gaming zone, health-focused café and restaurant with open-air dining, three billboards on roadside, and a bowling alley with 16 to 24 lanes. PSB Management reserves the right to use all newly built facilities for its members and athletes for a daily two-hour period, and the successful bidder shall provide required facilities to PSB on priority basis free of cost for national or international events.

Eligible consortiums and firms are invited to submit proposals with equal or superior features to the original unsolicited proposal. All proposals must comply with the Public-Private Partnership Authority Act 2017 and the Swiss Challenge Method guidelines. If a better offer is received, the original proponent shall be offered the right to match the superior proposal. Bidders must ensure all technical and financial documentation is complete and accurately prepared in accordance with the RFP requirements.

Proposal documents are available from the Pakistan Sports Board office in Islamabad. Sealed proposals must be submitted by 25th June 2026 at 1100 hours. The proposal opening will occur on the same date at 1100 hours. Interested parties should contact the Pakistan Sports Board for detailed bid documents, evaluation criteria, terms of agreement, draft contract agreement and facility layout plan. All submissions must include bid forms, financial bids, and supporting documentation as specified in the RFP.
