Description / Scope of Work
The Irrigation Department, Government of the Punjab, invites sealed electronic tenders for concrete lining of four canal minors under the Pandoki Canal Division at Bhamba, Lahore. The projects comprise concrete lining of Sattoki Minor from RD 0+000 to 21+528 (estimated cost Rs. 102.934 million, 18-month duration), Ladheki Minor from RD 0+000 to 9+690 (Rs. 37.430 million, 12-month duration), Minor No.III from RD 0+000 to 10+015 (Rs. 48.881 million, 12-month duration), and Gandian Minor from RD 0+000 to 2+237 (Rs. 7.265 million, 12-month duration). All works fall under the Depalpur Canal Circle and Lahore Irrigation Zone. Tenders are invited on an item rate basis under the 1st Bi-Annual Market Rate System for the period 1st January, 2026 to 30th June, 2026, for District Lahore/Kasur/Non-Scheduled Rates as approved by the Competent Authority, as per the PPRA e-Tendering System and e-Punjab Acquisition and Disposal System (EPADS).
Eligibility is restricted to engineering firms and contractors licensed by the Pakistan Engineering Council (PEC) with specialization code CE-04 and registered with the Public Procurement Regulatory Authority (PPRA) at www.ppra.punjab.gov.pk. Contractors must submit valid registration with PEC for 2025-26 in the specified category and discipline, government receipts for professional tax, CNIC, and enlistment/renewal fees, as well as Punjab Revenue Authority registration for 2025-26. Bid security (Earnest Money) is required at 5% of estimated cost for each respective work (ranging from Rs. 0.363 million to Rs. 5.147 million) in the form of a Bank Guarantee or Call Deposit Receipt issued by the Bank of Punjab, with 90-day validity from the tender opening date.
Bidding documents are available free of cost on the EPADS website at www.punjab.eprocure.gov.pk and the PPRA website at www.ppra.punjab.gov.pk for registered bidders. All bids, along with bid security in the prescribed form and an attested copy of PEC Registration License, must be uploaded on the EPADS website by 22.06.2026 at 02:00 PM. Hard copies of original CDR/Bank Guarantee and PEC License must be submitted to the office of the Superintending Engineer, Depalpur Canal Circle, Canal Bank, Mustafabad, Lahore, by the same date and time. Bid opening will occur on 22.06.2026 at 02:30 PM at the office of the Superintending Engineer, Depalpur Canal Circle, where participating firms must attend or send authorized representatives. Manual bids and those submitted through means other than EPADS will not be entertained. The successful bidder must furnish a Performance Guarantee equivalent to 10% of the contract amount within 15 days of acceptance.
