The Executive Engineer of Local Government and Community Development Civil Division Bahawalpur invites sealed competitive bids for eight infrastructure development schemes in District Bahawalpur, Punjab with a combined estimated cost of Rs. 102.370 million for the financial year 2025-26. The projects include construction of metalled roads, reinforced concrete bridges with soling, tuff tile provision and laying works, and boundary wall construction across various locations in Bahawalpur district including Jamal Channar, Ahmad Pur East, and Bahawalpur Sadar. The schemes are divided into two phases: SAP-VIII 2025-26 Phase-I Saving (schemes 1-6) and SAP-VII 2024-25 Saving (schemes 7-8), with individual project costs ranging from Rs. 8.580 million to Rs. 20.289 million.
Bidders must be registered with Pakistan Engineering Council (PEC) holding relevant category registration, and those with lower category registration may not submit bids. All bids must be uploaded through the E-PAD system only; manual bids are not acceptable. Earnest money equal to 5 percent of the estimated cost for each scheme must be submitted as original Certified Deposit Receipt (CDR), Pay Order, or Bank Guarantee as per PPRA circular L&M(PPRA)10-1/2011. Current PPRA Rules will be strictly applied, including rule 56 regarding performance guarantees. Incomplete financial bids or those quoted in percentages without specific item rates will be declared non-responsive and rejected from consideration.
Bid submission deadline is 22 June 2026 at 11:00 AM through E-PAD, with tender opening scheduled for the same day at 2:00 PM at the office of the Executive Engineer in the presence of the Tender Opening Committee. Original earnest money must be deposited in the office by closing time (2:00 PM) or the contractor will be disqualified. Unsuccessful bidders will have their earnest money returned after announcement of the comparative statement, while the successful bidder's CDR will be retained until submission of the performance guarantee.
