Description / Scope of Work
National Logistics Corporation invites tenders for the supply of automotive lead acid batteries and dry batteries on FOR (Free on Rail) basis under a closed framework contract agreement. The procurement is for continuous or repeated supply requirements across multiple locations in Punjab province, with delivery points specified in Karachi, Rawalpindi, and Lahore. The framework agreement will remain valid for one year from the date of Letter of Intent issuance and is extendable by mutual consent. Prices quoted must remain firm for the entire one-year contract period and will be valid on an as-and-when-required basis throughout the validity period.
Eligibility is restricted to OEMs or authorized dealers of battery manufacturers with local production facilities operating within Pakistan. Bidders must be FBR registered and listed on the Active Taxpayer List (ATL) of FBR to supply goods to government departments. All imported items require evidence of agency agreements, certificates of conformance, principal proforma invoices in original form without pricing, and OEM certificates indicating countries of origin. Bidders must provide authority letters from manufacturers, complete technical printed details and original brochures in English, customer reference lists from the past two years, and confirmation that all batteries offered are brand new. A bid security must be submitted along with the tender fee.
Tenders must be submitted in double sealed covers with separate technical and commercial offers to HQ National Logistics Corporation, Harding Road Near AFIRM Rawalpindi by the deadline specified in the tender notice. The tender box will close at the prescribed time, and late submissions by post will not be accepted as NLC bears no responsibility for postal delays. Tender opening and evaluation will follow standard procurement rules, with bids evaluated against technical specifications detailed in Annex B and qualification criteria in Annex A. Stamp duty of 0.25% of total contract value must be deposited by the contractor in accordance with the Stamp Duty Act 1899.
