The Pakistan Airports Authority in Islamabad, Federal Government invites sealed electronic proposals via the E-PADS V2.0 portal for a Service Level Agreement (SLA) regarding repair and maintenance services for civil work facilities at Islamabad International Airport (IIAP). Eligible corporate firms or individual contractors must hold a valid registration with the Pakistan Engineering Council (PEC) under the specialized CE-10 code. This public procurement follows a Single Stage Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules 2004. Interested participants can download the complete electronic bidding documents, containing detailed technical eligibility and qualification criteria, from the official federal EPADS disposal system portal. All electronic bids must be properly prepared and submitted online through E-PADS no later than 11:00 AM on 26 June 2026, accompanied by a mandatory bid security of five million Rupees. A formal pre-bid meeting is also scheduled for 16 June 2026 to address queries.
Eligibility criteria require prospective bidders to be registered with the Pakistan Engineering Council (PEC) or equivalent relevant professional authority, possess valid business licenses, and demonstrate prior experience in implementing similar customs automation systems. Bidders must submit technical and financial proposals separately, along with mandatory bid security in the prescribed format. Firms must comply with LCBS (Lowest Cost Based Selection) methodology as per PAA procurement rules established in 2004. All documentation must be original or duly certified by authorized representatives.
Bid documents are available on the EPADS portal at https://vendors.epads.gov.pk and through the PAA website at www.paa.gov.pk. Interested bidders must download documents and submit proposals by 11:30 AM on 25 June 2026. Technical evaluation will occur on 16 June 2026 at 11:00 AM. Bid opening will take place thereafter.
