Description / Scope of Work
Government College Women University Faisalabad, Department of Engineering Works, invites e-tenders for two civil works projects under the Punjab PPRA Rules 2014 (Amended 2024) through the E-Pak Acquisition and Disposal System (E-PADS). The first project involves provision of civil and electric work for smart classrooms at the main campus with an estimated amount of Rs. 1,874,399 and bid security of Rs. 93,719, to be completed within 30 days. The second project is additional work for Ayesha Hostel valued at Rs. 1,929,311 with bid security of Rs. 96,465, also requiring 30 days for completion. Both projects are located at the Faisalabad campus and are open to firms registered with Pakistan Engineering Council (PEC) in the relevant category for the current fiscal year 2025-26.
Bidders must be registered on E-PADS and submit complete tender documents including valid PEC licenses, Federal Board of Revenue and Punjab Revenue Authority registration certificates, government receipts for professional tax, and an affidavit on stamp paper regarding non-blacklisting and absence of litigation. Bid security must be submitted in the form of CDR, Pay Order, or Bank Draft in favor of Treasurer GCWUF. Original bid security documents must be submitted in physical form at the Chief Engineer Office (1st Floor, Admin Block) with formal letterhead and signed authority letter before the closing time, otherwise the firm will be disqualified and its bid declared non-responsive.

Bids must be submitted online on E-PADS using the Single Stage Single Envelope Procedure with rates quoted against each item of the approved signed DNIT instead of percentages. The terminal schedule for uploading bids and CDR on E-PADS is 22 June 2026 at 09:00 AM, with physical bid security submission also due by 09:00 AM the same date. Tender opening will be conducted by the Tender Opening Committee on 22 June 2026 at 11:30 AM in the presence of respective bidders. Contractors must quote their rates against standard and non-standard items; conditional tenders and tenders without bid security will be rejected.
