The University of Narowal invites proposals from qualified engineering and architectural consulting firms for planning, architectural and structural designs, preparation of estimates, and resident supervision for civil works under the Construction of Faiz Ahmed Faiz Complex project in Punjab. This Request for Proposal (RFP) seeks a single consulting firm or joint venture to provide comprehensive design and supervision services throughout the project lifecycle. The scope includes site planning, detailed architectural and structural designs, cost estimation, tender document preparation, and full-time resident engineering supervision during construction execution to ensure quality and compliance with approved designs and specifications.
Eligible consultants must demonstrate relevant experience in similar institutional projects, possess valid professional licenses as per Pakistan Engineering Council regulations, maintain adequate insurance coverage, and provide evidence of technical and financial capacity. Proposals will be evaluated on a Quality and Cost-Based Selection (QCBS) methodology, with emphasis on consultant expertise, proposed methodology, key personnel qualifications, and financial competitiveness. A bid security and performance guarantee will be required from the selected firm as per contract terms.
Interested consulting firms should obtain detailed RFP documents including Terms of Reference, model agreement, technical proposal forms, and financial proposal formats from the University of Narowal procurement office. Complete proposals comprising technical and financial components must be submitted in sealed envelopes before the closing date of June 29, 2026. Proposals will be opened publicly on the specified date, and contract award will follow evaluation and recommendation by the University's technical committee.
