Description / Scope of Work
The Deputy Commissioner, Sargodha invites bidding proposals for a framework contract to procure items and services on purchase and rental basis to ensure security and allied arrangements during Muharram-ul-Haram, Ramzan package, Christmas and New Year celebrations, general and local government elections, VVIP movements and visits, and miscellaneous events throughout the financial year 2026-27. This framework contract is valued at approximately 50.00 million Pakistani rupees and will be financed by the Government of the Punjab. The procurement covers comprehensive security arrangements and logistical support required for multiple significant events and celebrations scheduled during the fiscal year in Sargodha and surrounding areas.
Bidders must be registered with General Sales Tax (GST) and Income Tax authorities, and PST registered firms are eligible to participate. Bidders are required to submit bid security equivalent to 1.5 percent of the estimated cost, amounting to Rs. 750,000. The successful awardee will be required to furnish a performance guarantee fixed at Rs. 1,500,000 before issuance of the work order. All bids must include valid documentary evidence and supporting documents in compliance with the specified bidding requirements; bids submitted without requisite documentation will be rejected at the initial stage.
Bidding proposals must be submitted through the EPADS system in accordance with Punjab Procurement Regulations 2024 and PPRA Rules 2014 (as amended) under the framework contract procedure outlined in Rule 15. The submission deadline is 29.06.2026 at 11:00 AM, with bid opening scheduled for 11:30 AM on the same day.
