Description / Scope of Work
The Public Health Engineering Division Kohistan Lower, Government of Khyber Pakhtunkhwa, invites sealed bids through the EPADS portal for annual repair and maintenance contracts of completed water supply schemes across two districts in Khyber Pakhtunkhwa province. Two works are being tendered: annual repair and maintenance of water supply schemes in Tehsil Pattan District Kohistan Lower estimated at 5.00 million rupees, and annual repair and maintenance of water supply schemes in Tehsil Bankad Ranolia District Kohistan Lower estimated at 2.50 million rupees. Both contracts are for the financial year 2026-27. The total estimated value of both works is 7.50 million rupees. Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority and possess valid PEC registration for 2025-26, valid enlisment certificate from the Works Department, and valid FBR form. Bidders must provide evidence of a well-established warehouse containing welding plant, generator, and stocks of sluice valves and pipes. Bid security of 2 percent of the engineer's estimate is mandatory. Contractors quoting more than 10 percent below the engineer's estimate must provide additional security of 8 percent, and those quoting more than 20 percent below must provide additional security equal to the differential amount plus detailed rate analysis. Bids must be submitted through EPADS with technical and financial proposals in separate envelopes. Bid documents including BOQs and instructions are available from EPADS at kp.eprocure.gov.pk and the PHED office. The last date for bid submission is 02.07.2026 at 12:00 noon. Technical bids will be opened the same day at 12:30 PM in presence of authorized contractor representatives. Financial bid opening date will be announced after technical evaluation, with clarification deadline of 25.06.2026. All bidders must provide CNIC copy, valid PEC registration, enlisment certificate, FORM-H for companies, valid KPPRA form, updated audit report, affidavit regarding non-involvement in litigation, work orders for similar projects, and declaration of CDR security provision on stamp paper attested by oath commissioner.
