Karachi Water & Sewerage Corporation (KW&SC), through its Office of the Executive Engineer (Store & Purchase Division), invites electronic bids for the procurement of liquid chlorine with transportation services for multiple filter plants in Karachi, Sindh. This is a procurement notice for the financial year 2026-2027 under SPPRA Rules 2010 (as amended to date). Two separate contracts are being tendered: the first covers liquid chlorine and transportation for NEK (Old) Filter Plant, COD Hills Filter Plant, Pipri Old Filter Plant, and Gharo Filter Plant with an estimated cost of Rs. 97,244,154; the second covers NEK K-II Filter Plant, Hub Filter Plant, and Pipri JBIC Filter Plant with an estimated cost of Rs. 60,818,616. Total allocated budget is Rs. 160 million from KW&SC's own funds under Budget Grant 6023-05. The contracts are on an annual rate contract basis for the full financial year 2026-2027.
Eligible bidders must be active taxpayers with valid registration from Sindh Revenue Board (SRB), Federal Board of Revenue (FBR), and must be on the Active Taxpayers List (ATL). Qualification requirements include possession of experience in carrying out three similar works completed during the last three years (July 2022 to June 2025), with at least one work having minimum cost of 80 percent of the estimated cost or at least two works having minimum 50 percent of the estimated cost. Bidders must submit income tax returns and financial audit reports for the last three years, demonstrating average annual financial turnover not less than the estimated cost over the past five years. Bid security of Rs. 12,20,000 (for the second tender) is required in the form of pay order or call deposit from a scheduled bank of Pakistan in favour of KW&SC. Bidders must submit an affidavit that the firm has never been blacklisted, duly notarized, and an integrity pact signed with official seal on Rs. 100 stamp paper.
Bidding documents are available for download from the EPADS website (http://portalsindh.eprocurement.gov.pk) of SPPRA Sindh. Electronic bids must be uploaded to the EPADS portal from the date of hoisting until 08-07-2026 at 02:00 PM. All downloaded bids will be announced and opened on 08-07-2026 at 02:30 PM in the office of the Accounts Officer (Sewerage) at Room No. 12-A, First Floor, Block C, 9th Mile Karsaz, Shahrah-e-Faisal, Karachi, in the presence of the procurement committee and contractors or their representatives if desired. Tender cost of Rs. 10,000 is non-refundable. The procurement method is Single Stage One Envelope procedure under Rule 46(1).
