Description / Scope of Work
National University of Medical Sciences (NUMS), Rawalpindi invites sealed bids and proposals for the establishment of a Roof Top Cafe at the NUMS KHINAMS Campus located in Chak Shahzad, Islamabad, Punjab. The tender is issued under the Single Stage-Two Envelope Bidding Procedure as prescribed by PPRA regulations. This is a service establishment project at the medical sciences institution's campus facility in Islamabad, with scope of work detailed in the attached Annexure A. The tender reference number is MS/Adm Dte(KHINAMS)/2026/99.
Eligible applicants must be registered contractors, firms, suppliers, or dealers registered with relevant tax and government authorities including Income Tax, PPRA, Sales Tax, and company registration bodies. Joint ventures, consortiums, and associations are permitted provided all members are jointly and severally liable and a lead member is appointed. Applicants must possess valid maintained bank accounts as NUMS makes all payments through crossed cheques. A bid security of 2 percent of the total bidding cost must be submitted in the form of CDR, demand draft, or pay order. Applicants are ineligible if they lack professional registration, have prior conviction for professional misconduct, have outstanding tax obligations, submit conditional bids, or lack relevant experience in supply and installation of required items.
Sealed bids must be submitted to the Procurement Directorate, NUMS ATR Building near APS Girls Campus, Humayoun Road, Kachehri Chowk, Rawalpindi, before Wednesday, 1st July 2026 at 10:00 hours in a sealed envelope clearly marked with the tender reference. Bids will be publicly opened on the same day at or after 10:30 hours in the Conference Room at NUMS ATR Building with authorized bidder representatives present. Only legitimate and fully authorized representatives possessing complete knowledge of their firm's proposal details and technical specifications are permitted to attend. Payment will be made upon satisfactory completion of works and submission of invoices with delivery challans and work satisfactory reports from the end user, with all due taxes deducted. No advance payment or mobilization amount will be released to selected vendors.
