Description / Scope of Work
The Ministry of Kashmir Affairs, Gilgit-Baltistan and States and Frontier Regions invites sealed tenders from well-reputed firms and contractors for the supply and procurement of goods and services during the financial year 2026-2027. The tender is divided into two categories: Category-A covers the supply of stationery items, computer stationery, miscellaneous products, and printing and publication materials; Category-B encompasses multicolor display printing work for fairs and exhibitions including Youm-E-Isthal, Black Day, Kashmir Solidarity Day and other special tasks. The tender documents are available from the Ministry's office in Islamabad at a non-refundable fee of Rs.3,000. Bidders must be well-established GST-registered firms based in Islamabad or Rawalpindi with a minimum of three years experience for Category-A and eight years for Category-B in their respective fields.
Eligibility requirements mandate that firm owners or individuals must be active taxpayers listed in the Federal Board of Revenue with a valid vendor number in AGPR. Firms must maintain their office or warehouse in Islamabad or Rawalpindi. Bidders are required to submit a call deposit of Rs.600,000 for Category-A or Rs.3,000,000 for Category-B as refundable security, made payable to the DDO of the Ministry. Additionally, bidders must provide a certificate on stamp paper of not less than Rs.200 certifying that their firms are not blacklisted and have no pending litigation. For Category-B, bidders must own their own printing press or warehouse and attach at least three work orders of minimum yearly worth of Rs.fifteen million demonstrating relevant experience in printing work for exhibitions and fairs.
Tender documents can be obtained from Room No.14, Ground Floor, S-Block, Pak Secretariat, Islamabad during office hours. Sealed bids comprising separate technical and financial proposals must be submitted through the PPRA E-Procurement portal e-Pads at www.eprocure.gov.pk with original tender documents submitted to the Ministry before the closing deadline of 9th July 2026 at 11:00 AM. Bids will be opened the same day at 11:30 AM in the Committee Room at 1st Floor, R-Block, Pak Secretariat, Islamabad, where bidders and authorized representatives may attend. Bids remain valid for 120 days from opening. All prices must be quoted in PKR on original Ministry tender documents, with evaluation based on lowest responsive bids subject to quality assessment.
