Description / Scope of Work
This is the Standard Bidding Document issued by the Sindh Public Procurement Regulatory Authority for the procurement of works with contracts costing up to Rs 4.0 million. The document serves as a model template for admeasurement contracts using percentage rates or unit prices in a Bill of Quantities format. It provides comprehensive instructions to bidders and procuring agencies for conducting transparent and competitive bidding processes in accordance with SPP Rules 2010. The document establishes standardized procedures for work notification, bid submission, evaluation, and contract award across Sindh province.
Eligibility criteria require interested bidders to possess a valid NTN (National Tax Number) and fulfill all codal requirements including registration with tax authorities, PEC registration where applicable, turnover statements, and experience statements as specified in the Notice Inviting Tender. Bids must be accompanied by bid security in the prescribed form and amount as stated in the NIT. Bidders must submit tenders on the standard printed form with either a percentage above or below scheduled rates or individual item rates. Conditional offers, alternative proposals, or tenders exceeding the contract scope are liable to rejection. Each contractor tendering for multiple works must submit separate tender envelopes for each work.
Bid documents must include conditions of contract, contract data, specifications, Bill of Quantities with item descriptions and scheduled rates, Form of Agreement, and relevant drawings. Work measurement shall follow standard instruments and rules. All bids received after the submission deadline shall be rejected and returned unopened. Prior to detailed evaluation, the procuring agency will verify bidder eligibility. Substantially responsive bids will be checked for arithmetic errors and corrected according to specified rules. Bid prices remain fixed throughout contract currency with no entitlement to enhanced rates. The procuring agency retains the right to reject any or all tenders as per SPP Rules 2010.
