Description / Scope of Work
The Sindh Public Procurement Regulatory Authority (SPRA) has issued this Standard Bidding Document for the procurement of works with contract values up to Rs 2.5 million. This document serves as a model framework for admeasurement contracts using percentage rate or unit price bidding methods based on a Bill of Quantities. The procurement process is designed for contractors willing to undertake work execution against scheduled rates with premiums quoted above or below the specified rates. All proposed works must be notified through a Notice Inviting Tender (NIT) or Invitation for Bid (IFB) hoisted on the Authority's website and published in printed media where required under SPP Rules 2010.
Eligible bidders must possess a valid NTN (National Tax Number) registration and must meet all codal requirements including tax authority registration, PEC registration where applicable, turnover statements, experience credentials, and any other conditions specified in the NIT and bidding documents. Bids submitted without the required bid security of the prescribed amount and form shall be rejected outright. All work shall be measured using standard instruments according to established rules, and bidders must provide evidence of their eligibility when requested by the Procuring Agency. Any bids received after the deadline for submission will be rejected and returned unopened to the bidder.
Bidding documents must include Conditions of Contract, Contract Data, specifications, Bill of Quantities with item descriptions, Form of Agreement, and drawings. Bid submissions must be made in sealed envelopes clearly referring to the work name and number. The Procuring Agency reserves the right to reject all or any tenders in accordance with SPP Rules 2010. Arithmetic errors in bids are corrected based on defined criteria: for schedule rates, the percentage adjustment is applied to the Bill of Quantities total; for item rates, unit rates prevail over total costs unless decimal point errors are identified; and in cases of word-figure discrepancies, the written amount governs. Bids proposing alternatives to the specified work scope, timelines, or containing other conditions will be liable for rejection.
