Description / Scope of Work
The Vocational Training Institute Shorkot, Government of Punjab, invites technical proposals for the provision of security guard services on a contractual basis. The tender is for the deployment of trained and licensed security personnel at the VTI Shorkot campus in Punjab for a period of one year commencing July 01, 2026 to June 30, 2027, with provisions for extension up to three years subject to satisfactory performance and competent authority approval. The estimated contract value is Rs. 1,962,720 based on a minimum approved monthly rate of Rs. 40,000 per security guard as per Government of Punjab salary guidelines. The contract covers all aspects of security services including personnel deployment, training, equipment, and compliance with security protocols and institutional requirements.
Eligibility criteria require that bidding security companies must be registered with tax authorities, have valid life insurance coverage, hold SECP registration, possess a valid security services license from the Home Department, and demonstrate at least one year of relevant experience in providing professional security services. Bidders must submit a fixed bid security amount of Rs. 58,882 (equivalent to 3 percent of the total estimated cost) in the form of a pay order or demand draft made payable to the Principal of Vocational Training Institute Shorkot. The bid security serves as earnest money and will be forfeited if the successful bidder fails to sign the contract, withdraws the offer, or fails to perform contractual obligations. Unsuccessful bidders will have their bid security returned upon tender approval.

Sealed tender envelopes clearly marked with tender particulars and opening date must be submitted before the closing deadline of July 06, 2026. Payment to the successful service provider will be made through crossed cheque within 30 days of invoice submission following satisfactory performance verification. The security agency is solely responsible for payment of employees' old age benefits, social security contributions, and insurance charges.
