Description / Scope of Work

The Punjab Highways Department (Central Zone) invites sealed competitive bids from registered engineering firms and contractors for the dualization and improvement of the Okara-Depalpur Road in District Okara. This is Phase-I of a larger 24.20 kilometre project, with the current phase covering 8.00 kilometres of highway improvement work. The estimated contract value is Rs. 2,241,219,112.061, with a completion period of 12 months from the date of contract award. The work involves widening and upgrading the existing road to dual-lane standards with associated improvements in Okara district, Punjab province.

Intending contractors and firms must be registered with the Pakistan Engineering Council in the relevant category and hold valid renewed Professional Engineer Certificates (PEC) for the financial year 2025-26. All bidders are required to register on the Punjab PPRA e-procurement website at www.punjab.eproc.gov.pk before submitting bids. Bid security of 5% of the estimated DNIT amount must be submitted in the form of a CDR, bank draft, cashier cheque, pay order or bank guarantee valid for 03 months beyond the contract completion time. A performance guarantee of 10% is mandatory for all successful bidders, payable within 15 days of receiving the offer letter.

Bid documents will be made available on the PPRA website, and responsive bids must be uploaded by 13:00 hours on 07-07-2026 (01:00 PM). Original CDR documents must be submitted half an hour before the opening of bids. The bid opening ceremony will take place on 07-07-2026 at 13:00 hours where all responsive bid rates will be announced. Interested firms may obtain further information from the Executive Engineer, Highways Division, Okara. Bids not complying with tender conditions or containing false information will be summarily rejected, and the procuring agency reserves the right to reject any or all bids at its discretion.
