Description / Scope of Work
The National Database & Registration Authority (NADRA) invites sealed bids from licensed and experienced customs clearance agents and firms for the provision of custom clearance and related services under tender reference NADRA-HQ-RFB-77/2026. The procurement is open to national competitive bidding and will be conducted through a single stage two envelope procedure in accordance with Public Procurement Rules 2004. The scope of services encompasses handling import and export customs clearance, filing and submission of goods declarations and customs documentation, coordination with Pakistan Customs and terminal operators, clearance from ports, airports and dry ports, delivery coordination, demurrage and detention issue management, duty and tax assessment coordination, timely status reporting, package opening and closing for customs examination, prior release processing, and delivery order processing. The contract will be signed for a period of three years based on proposals submitted by bidders, with a bid validity period of 120 days from the tender opening date.
Eligible bidders must be licensed customs clearance agents or firms with relevant experience in the field. All bids must be accompanied by bid security in the form of a bank draft, pay order, or bank guarantee in the amount of Rs. 200,000 or equivalent in freely convertible currency for foreign bidders. The bid security must be submitted in original form on or before 9th July 2026 at 11:00 am, without which electronic bids will not be accepted. A pre-bid meeting will be held on 30th June 2026 at 11:00 am at NADRA Headquarters in Islamabad to clarify any queries regarding the tender.
E-bidding documents containing detailed terms, conditions, specifications and requirements are available to registered bidders on the EPADS portal at https://eprocure.gov.pk. Electronic bids must be submitted using EPADS on or before 9th July 2026 at 11:00 am, with manual bids not being accepted. Bids will be opened on the same day at 11:30 am on EPADS and thereafter in public at the Conference Room of the Procurement Department at NADRA HQ in the State Bank of Pakistan Building, Shahrah-e-Jamhuriat, Sector G-5/2, Islamabad. Bidders' representatives are invited to attend the opening session. Interested parties should contact the Head of Department (Procurement) at the Procurement Department for further information.
