The Embassy of Pakistan in Muscat seeks to engage reputed courier companies or firms operating in Oman to provide essential consular support services to Pakistani nationals. With more than 366,000 Pakistani nationals residing across various cities in Oman, the demand for consular services including attestation of documents, passport applications, and identity card issuance is substantial. The courier contractor will be responsible for collecting passports and identity cards from the Embassy for onward delivery to applicants through the company's branch network across Oman, collecting various consular documents from Pakistani applicants in multiple cities and delivering these documents to applicants after attestation by the Embassy, and providing any other relevant consular services as mutually agreed. This is a two-year contract with potential renewal after one year based on satisfactory performance.
Eligible bidders must be registered companies in Oman with a commercial registration certificate, maintain an active bank account as evidenced by a bank maintenance certificate, and be registered with Omani tax authorities. The tender evaluation follows a two-step process: technical proposals will be evaluated first with a minimum qualifying threshold of 80 percent, after which only technically qualified firms' financial bids will be opened. Technical marking is distributed as follows: 60 percent for branch network coverage across Oman, 10 percent for relevant experience providing similar services to other Embassies in Muscat, and 30 percent for the nature of organization (government or private entity).
Bids must clearly identify separate envelopes marked "TECHNICAL PROPOSAL" and "FINANCIAL PROPOSAL" and must be submitted to the office of the Head of Chancery, Pakistan Embassy Muscat by 30 August 2026 at 4:00 PM. Financial proposals should specify the rates charged for each service mentioned in the scope of work. Final evaluation will apply 70 percent weightage to the technical proposal score and 30 percent weightage to the financial proposal. The Embassy reserves the right to reject any bid without assigning reasons and may terminate the contract with 30 days' notice.
