Description / Scope of Work
Border Health Services – Pakistan, operating under the Ministry of National Health Services, Regulations & Coordination, invites sealed bids from eligible manufacturers, importers, authorized dealers, and distributors for the procurement of five categories of medical and infrastructure equipment under the PSDP Project titled Strengthening of Points of Entry and Border Health Services – Pakistan. The procurement encompasses ambulances, infrared thermal scanners, rapid food and water testing equipment, industrial reverse osmosis water filtration plants, and solar power systems installation and commissioning. Bidders are required to submit technical and financial proposals through the EPADS portal and in hard copy format to the Project Director's office in Karachi, Sindh, with a submission deadline of 10 July 2026 at 1:00 PM.
Eligible bidders must be registered manufacturers, importers, authorized dealers, or distributors capable of meeting the technical specifications outlined in the bidding documents. The procurement shall be conducted under Rule 20 of the Public Procurement Rules, 2004, utilizing the Single Stage – Two Envelope Procedure as specified in Rule 36(b). Interested bidders should obtain detailed bidding documents, including specifications, terms and conditions, and required documentation lists, from the EPADS and PPRA websites. Technical bids will be opened on the same day at 1:30 PM, with financial bids of technically responsive bidders opened subsequently following technical evaluation in accordance with PPRA Rules 2004. The Procuring Agency reserves the right to accept or reject any or all bids under Rule 33 of the Public Procurement Rules 2004.
