Description / Scope of Work
The Civil Works Department of Karachi Port Trust invites sealed bids from eligible contractors for the development of a maritime heritage gallery at the old reception building of Karachi Port Trust in Karachi, Sindh. This procurement involves civil works to establish a maritime heritage gallery showcasing KPT's history and legacy through nautical-themed interior design and decoration at the reception area. The scope of work includes development of a nautical compass, KPT logo design with historical plates, naval heritage architectural design and planters, ship model display tables, heritage color texture painting, wall cladding with heritage façade, antique wood polish and repair works, specialized marble flooring of the main lobby, civil works including plaster and dismantling, joinery works, and electrical works. The project is intended to incorporate comprehensive interior heritage design with display works under the FY 2026-27 budget allocation.
Eligible bidders must be registered with the Pakistan Engineering Council in Category C4 or above with specialized codes CE-09 and CE-10, valid at the time of tender opening. All bids must be accompanied by a bid security amount of Rs. 1.0 million in the form of a pay order (refundable) or a bid securing declaration as specified in the bidding documents. Bidders must provide audited financial statements showing a minimum turnover of Rs. 10 million on average, a valid NTN and SRB certificate with active ATL status, proof of three years' minimum experience in maritime heritage and nautical décor renovation works, and evidence of successfully completed similar projects involving maritime-themed décors. PEC registration and FBR registration are mandatory requirements for participation.
Bidding documents are available on the e-Pak Acquisition and Disposal System (EPADS) v2.0 at https://vendors.epads.gov.pk/ for registered bidders. E-bids must be submitted through EPADS v2.0 on or before Thursday, July 9, 2026 at 10:30 AM. Bids will be opened on the same day at 11:00 AM using the Single Stage-Two Envelope procedure with Least Cost Based Selection technique in accordance with Public Procurement Rules 2004. Hard copies of technical and financial bids in separate sealed envelopes along with original bid security and tender fee of Rs. 5,000 (non-refundable) must be submitted in person at the time of opening.
