Description / Scope of Work
The Engineering Development Board (EDB) under the Ministry of Industries & Production, Government of Pakistan, invites Expressions of Interest (EOI) from all locally registered Electric Vehicle (EV) 3-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers for pre-qualification under the Pakistan Accelerated Vehicle Electrification (PAVE) Program, Phase-II and subsequent phases. This initiative aims to accelerate the adoption of electric vehicles, promote local manufacturing and value addition, strengthen indigenous supply chains, ensure product quality and safety, and support sustainable industrial growth in line with the National Electric Vehicle Policy 2025-30. The scope covers distribution of electric vehicle 3-wheelers across Pakistan including Azad Jammu and Kashmir and Gilgit-Baltistan under the PAVE subsidy program during Phase-II as well as subsequent phases, with a target to achieve 30 percent EV penetration by 2030.
Eligibility requirements mandate that applicants must be all locally registered EV 3-Wheelers OEMs or Assemblers with a valid EDB Manufacturing Certificate and PSQCA License. Compliance with EDB pre-qualification criteria is mandatory. Bidders must submit a non-refundable submission fee of PKR 5,000 in the form of a Pay Order or Bank Draft/Demand Draft in favor of the Drawing and Disbursement Officer (DDO) at the EDB.
Submissions must be made through PPRA E-PADS 2.0 platform with a deadline of June 8, 2026 at 02:00 PM, after which bids will be opened at 02:30 PM in the presence of bidders. The EDB Complex is located at Building 5-A, Constitution Avenue, Islamabad.
