Description / Scope of Work
Quaid-i-Azam University, Islamabad, Office of the Project Director, invites consultancy firms to submit technical and financial proposals for engineering and architectural consulting services. The assignment covers design and top supervision for the establishment of the China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences at Quaid-i-Azam University in Islamabad, with project completion targeted for June 2026. This is a PSDP-funded project with government approval, and the client intends to apply part of the allocated funds towards eligible payments under the resulting contract. Consultants are encouraged to visit the project site to obtain first-hand information on local conditions before submitting proposals.
Eligibility criteria require that consultancy firms must be duly registered on EPADS of PPRA and maintain valid registration with both PEC (Pakistan Engineering Council) and PCATP (Pakistan Council of Architects and Town Planners). Joint ventures and subcontracting of the assignment to other consultants are strictly not allowed. Firms should have demonstrated similar experience with up to five comparable assignments at higher education institutions of Category C-I classification, with no more than two ongoing projects considered during technical evaluation. Conflicts of interest must be avoided, and any previous or ongoing participation in the project by the firm, its staff, or affiliates may result in proposal rejection.
Proposals must be submitted in English and include both technical and financial components. Consultants requiring clarification of documents must notify the client in writing not later than seven days before the submission deadline. The client may modify documents by amendment and extend the submission deadline at its discretion. The cost of preparing proposals and conducting site visits is not reimbursable as a direct assignment cost, and the client is not bound to accept any submitted proposals.
