Description / Scope of Work
Public Health Engineering Division Kohat, Government of Khyber Pakhtunkhwa invites sealed competitive bids from eligible bidders for solarization of small scale Drinking Water Supply Schemes under the KADP (Khyber Pakhtunkhwa Accelerated Development Programme) and ADP (Annual Development Programme) initiatives. The project encompasses fifteen distinct schemes across multiple locations in Khyber Pakhtunkhwa including Barh, Jabbi, Muhammad Zai, Alizai, Usterzai, Sheraki, Zarghun Khel, and Akhurwal areas. These renewable energy installations aim to improve water service delivery while reducing operational costs through solar power integration for small scale water supply systems. The procurement is being conducted in accordance with Khyber Pakhtunkhwa Public Procurement Regulatory Authority Rules 2014 through an e-Pak acquisition and disposal system using a two-envelope procedure.
Eligible bidders must possess valid registration with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority, membership with the Provincial Enrollment Committee, and Federal Board of Revenue status. Contractors must hold a valid Class-E Electrical Contractor License issued by the Inspectorate of Electricity, Energy and Power Department, Khyber Pakhtunkhwa, with specialized codes CE-09, CE-04, and CE-05. Additional requirements include membership with Pakistan Engineering Council in categories C-6 or above, Khyber Pakhtunkhwa Rural Support Programme registration, and Khyber Pakhtunkhwa Revenue Authority active status. Bidders must submit bid security in the form of a call deposit receipt or bank guarantee as specified in the bid documents.
Bid documents and detailed project information are available for download from the EPADS website (kp.eprocure.gov.pk) and the Khyber Pakhtunkhwa PPRA portal. Technical and financial bids must be uploaded electronically through EPADS before the submission deadline of 09-07-2026 at 12:00 PM. The technical bid opening will take place on 09-07-2026 at 2:00 PM, with financial bid opening scheduled after technical evaluation completion. All bidders or their authorized representatives are required to attend the technical bid opening.
