Description / Scope of Work
Quaid-e-Awam University of Engineering, Science and Technology (QUEST) Nawabshah invites e-bids for a complete supply and installation of a 200 kilowatt gross off-grid hybrid solar system at the university campus in Shaheed Benazirabad district, Sindh province. The estimated project cost is Rs. 17.55 million, with the work to be completed within six months of contract award. This tender is issued under reference QUEST/NH/PROC/150 dated 29 June 2026 and advertised through the E-Procurement and Disposable System (E-PADS). The procurement follows single-stage two-envelope procedure as per SPPRA rules.
Eligible bidders must possess a valid Company Profile, National Tax Number (NTN), Sales Tax Registration (SRB), and SECP Certificate. The evaluation will be conducted as per criteria specified in the bid document, and interested firms must submit detailed portfolio of company profile including personal capabilities. Bidders shall read all terms and conditions mentioned in the bid document; incomplete bids will be treated as non-responsive. A bid security of Rs. 877,500 (five percent of estimated cost) is required in the form of a Pay Order only, issued in favor of Quaid-e-Awam University of Engineering, Sciences and Technology (QUEST) Nawabshah. The bid validity period is 90 days from the opening date.
Bid documents are downloadable from the QUEST website www.quest.edu.pk and SPPRA (E-PADS) portal at https://sindh.eproc.gov.pk from 02 July 2026 until 17 July 2026. Bids must be submitted online on SPPRA (E-PADS) website by 17 July 2026 up to 11:00 AM. The pre-bid meeting for technical clarifications will be held on 06 July 2026 at 11:00 AM at the Vice Chancellor's Secretariat. Bid opening will take place on 17 July 2026 at 11:30 AM in the Committee Room of Vice Chancellor's Secretariat.
