Description / Scope of Work
The Pakistan Tobacco Board invites sealed bids from Sales Tax and Income Tax registered firms for the installation of solar tube well and solarization of offices and laboratories at Tobacco Research Station, Khangarhi Mardan in Khyber Pakhtunkhwa province. This procurement includes supply and installation of solar energy systems for water pumping and renewable energy infrastructure at the research facility. The work is to be executed under the Public Procurement Rules 2004 through the e-PADS electronic bidding system. Bidders must submit technically and financially sound proposals meeting all specified requirements for solar equipment and installation services.
Eligible bidders must possess valid Income Tax, Sales Tax, and Professional Tax registration certificates and be active income tax payers with proven experience in supplying relevant solar and electrical equipment. Bidders cannot be blacklisted and must demonstrate sound financial position with bank statements showing liquidity equal to at least fifty percent of the quoted contract value. A bid security in the form of Demand Draft or Call Deposit Receipt must be submitted in the name of the Chairman, Pakistan Tobacco Board, not exceeding two percent of the estimated cost. Cheques are not acceptable. All required documents including income tax and sales tax certificates, detailed specifications, relevant supply orders from past contracts, and undertakings on stamp paper must accompany the technical proposal.
Bids shall be submitted electronically through the e-PADS system in two separate envelopes: technical proposal and financial proposal. The tender follows the Single Stage Two Envelope procedure where technical bids are evaluated first without reference to financial bids, and only qualifying bidders will have their financial proposals opened. Bid validity is ninety days. The advertisement has been placed on www.ptb.gov.pk, two newspapers, and the PPRA website. All bidders will be notified via the e-PADS system of the technical evaluation results and the date and time for financial proposal opening. Bids must be quoted in Pakistani rupees only.
