Description / Scope of Work
Quaid-e-Azam Solar Power (Pvt.) Limited (QASPL), a public-sector for-profit company established by the Government of the Punjab, invites Expressions of Interest (EOI) from reputable firms, companies, contractors, and Joint Ventures/Consortia for pre-qualification to develop a 20 MW grid-connected solar power plant at Hudiara Drain in Lahore, Punjab. The project includes electric bus charging docks and electricity supply to the nearby grid. Both local and foreign firms may apply, with foreign firms required to partner with Pakistan Engineering Council (PEC) registered firms. The scope encompasses design, development, and implementation of the solar power generation facility with associated charging infrastructure.
Eligible applicants must be registered with the Pakistan Engineering Council (PEC) in Category C-A (No Limit) with valid registration in relevant specialization codes including EE-11 and allied electrical and energy-related codes. Local firms must be registered and active with the Federal Board of Revenue (FBR) and Provincial Revenue Authority (PRA), while foreign firms must provide proof of equivalent tax and regulatory registration in their home country with an undertaking to obtain FBR/PRA registration upon contract award. No applicant or JV partner shall be blacklisted, debarred, or suspended by PPRA, any Federal or Provincial Government, autonomous body, financing institution, or PEC, nor possess any conflict of interest. Applicants must demonstrate technical and financial capability to execute the project.

A pre-application meeting will be held on 14 July 2026 at 11:30 AM at QASPL offices to provide project clarifications. EOIs must be submitted online through the PPRA E-Procurement Portal (https://punjab.eprocure.gov.pk) by 20 July 2026 at 11:00 AM with opening at 11:30 AM the same day. Late submissions will not be entertained. Written queries must be raised within seven days before closing. Prequalified bidders will receive full bidding documents and RFP.
