This is a 6 million rupee rate contract for O&M and emergency services across a drainage division's infrastructure portfolio for one financial year. The PEC registration requirement and substantial turnover threshold (Rs. 50 million) indicate this is suited to established contractors with diversified capabilities spanning mechanical (tubewells/pumps), civil (drainage networks) and vehicle maintenance. The August 2026 closing date and recurring nature (annual framework) suggest this is a planned annual procurement; contractors with prior drainage or irrigation sector experience stand advantage. The scope's breadth and emergency provisions (flood fighting) require mobilisation capability and flexible resource management.
Who can bid: Bidders must hold valid PEC registration in relevant category (required for bids over 4 million rupees), active taxpayer registration (FBR/SRB ATL status), and demonstrate Rs. 50 million average annual turnover over three years. Supporting financial documentation from ICAP audit firms, three years' bank statements with Rs. 5 million average closing balance, and evidence of similar works experience during the same period are mandatory. Non-blacklisting affidavit required.
