Public Health Engineering Division Mohmand invites bids from eligible firms and contractors for annual maintenance and repair of existing drinking water supply schemes (DWSS) in Mohmand District for the financial year 2026-27. The procurement covers two separate contracts: annual operation, maintenance and repair of electrical and mechanical works with an estimated cost of PKR 7,500,000 plus e-money stamp duty of PKR 168,750, and annual operation, maintenance and repair of civil works also valued at PKR 7,500,000 with identical stamp duty. Both contracts follow the single-stage single-envelope EPAD system under KPPRA procurement rules 2014.

Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPPRA) and Pakistan Engineering Council (PEC) with active status, holding appropriate professional codes: CE-09 for civil works; EE-04, EE-05, EE-11 and ME-07 for electrical machinery, solar works and mechanical repairs. Bidders must hold a valid Electric License (Class E) issued by the Electric Inspector Khyber Pakhtunkhwa and renewal certification for the current year 2026-27. Earnest money deposit of 2% of engineer estimate must be submitted as sealed call deposit before closing, with an additional non-refundable bid entry fee of 0.03% as separate CDR of tender cost. Contractors quoting more than 10% below engineer estimate must provide additional bid security equal to 8% of bid cost.

Bidding documents are available for download from the PHE website www.ebidding.phedkp.gov.pk up to one day before tender opening. Tender submission deadline is 10 August 2026 at 12:00 PM, with electronic bid opening on the same date at 2:00 PM. Bidders must submit local workshop registration certificates verified by the Superintending Engineer along with bid documents. Contractors with reputed contracts quoting rates exceeding 10% below estimate face forfeiture of entire security deposit if contract is repudiated.
