Description / Scope of Work
The Science & Information Technology Department, Government of Sindh, invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) for procurement of hardware required for the project titled Development, Management, Technical Support and Operation of the E-Daftar. The procurement includes small scanners (91 units), large scanners (20 units), biometric devices (24 units), and desktop computers (72 units), with an estimated total cost of 85 million Pakistani rupees for the financial year 2026–27. This single-stage two-envelope procurement follows Rule 46(2) of the Sindh Public Procurement Rules, 2010, and is open to manufacturers, importers, authorized distributors, suppliers, and firms duly registered on the Active Taxpayers List (ATL) of the Federal Board of Revenue and the Sindh Revenue Board. Interested bidders must register on the EPADS portal at https://portal.sindh.epcrocure.gov.pk to submit electronic bids. The bidding documents, containing detailed specifications, eligibility criteria, terms and conditions, are available on the Sindh EPADS Portal and the official website of the Science & Information Technology Department. Bid submission closes on 10 August 2026 at 14:00 hours (2:00 p.m.), with technical proposals opening the same day at 14:45 hours and financial proposals opening thereafter for technically responsive bidders only. A bid security equivalent to 2.5 percent of the total quoted bid price must be submitted in the form of a demand draft or pay order drawn in favor of the Section Officer (General), Science & Information Technology Department, Government of Sindh.
