The procurement is undertaken by the Pakistan Navy's Local Purchase Division in Sindh Province. The tender documents detail technical specifications for each item, with the power supply unit sourced from M/S HAMEG Instruments GMBH of Germany, art cards being locally available consumables, and laptop computers to be HP, Dell, or Lenovo models meeting Intel Core i5 13th generation specifications. The scope encompasses supply and delivery, with standard delivery timelines of 15 days for locally available items and 45 days for imported equipment.
All firms—both registered and unregistered—are required to pay a non-refundable tender fee of Pakistani Rupees 500 per quotation via bank draft, pay order, cross cheque, or online transfer to the PN Nonpublic Fund LP Division IT Fund Account (IBAN: PK04 MEZN 0001 7001 0321 0586). Non-registered firms must additionally provide a bid guarantee of 5 percent of the purchase order value in the form of a pay order or bank draft valid for six months before purchase order issuance. Proof of online payment must accompany quotations. Non-registered firms are encouraged to register with HQ COMLOG to avoid the bid guarantee requirement by contacting SO Contract on 021-48506138. Lab testing charges, if any, shall be borne by the bidding firm.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
Pakistan Navy seeks three disparate items: a specialized German quadruple power supply test set (one unit), bulk art card supplies (60 packets), and laptop computers (one unit). The power supply is imported with 45-day delivery; art cards are local stock (15 days). This is a mixed small-value tender with split sourcing strategy. Unregistered bidders face a 5% bid security burden unless they obtain COMLOG registration beforehand. The technical specifications are highly detailed for the power supply and laptop, suggesting no substitution tolerance. The 10 August 2026 closing date allows standard preparation time.
Who can bid: Both registered and unregistered firms may bid. Unregistered firms must post 5% bid security; registration with HQ COMLOG avoids this requirement. Tender fee of Rs 500 is non-refundable. Firms must supply items meeting the printed technical specifications. No PEC registration stated, but firms typically require valid business registration (SECP or equivalent) and NTN for tax purposes in Pakistan.
