Description / Scope of Work
The Auqaf, Hajj, Religious & Minority Affairs Department of Khyber Pakhtunkhwa is inviting competitive bids for the procurement of capacity building and skill development services for students of Deeni Madaris (Islamic religious schools) across the province. The tender, referenced as 180497, seeks qualified service providers to design and deliver comprehensive training programmes aimed at enhancing the competencies and employability of madaris students. This initiative is aligned with provincial policy to bridge skill gaps and facilitate socioeconomic integration of graduates from religious educational institutions. The project scope encompasses curriculum development, instructor engagement, training delivery, and performance assessment across multiple madaris locations in Khyber Pakhtunkhwa.
Eligible bidders must demonstrate prior experience in capacity building, curriculum design, or vocational training delivery to students or youth groups. Organizations must be registered with relevant authorities and possess valid tax registration and operational licenses. Bidders are required to submit comprehensive technical proposals outlining their approach, resource allocation, and implementation timeline. The evaluation will assess technical capacity at 65 marks and financial proposal at 35 marks, with evaluation based on both qualitative experience and cost-effectiveness.

Sealed bids must be submitted by 21st August 2026 at 11:30 AM, with opening scheduled for 12:00 PM the same day.
