Description / Scope of Work
Punjab Information Technology Board (PITB), Government of the Punjab, invites proposals for consultancy services to enhance fiberization across Punjab by facilitating private capital mobilization to improve e-Services delivery and e-Governance. The estimated cost is Rs. 5,000,000 (Five Million Pakistani Rupees) for a single lot. This consultancy assignment is part of the World Bank-supported Connected Punjab Program, which aims to accelerate deployment of high-speed fixed broadband infrastructure through private sector investment. The project targets 350,000 new supply-side fixed broadband connections across underserved urban and peri-urban areas of Punjab, while enabling public sector facilities including schools, health facilities, union councils, police stations and district courts to leverage broadband services.
Eligible consultancy firms must be Engineering or Telecom Consultancy firms with global footprint, documented fiber network planning and OSP design portfolio, vendor-neutral positioning, and proven experience supporting government or regulator-led projects. Firms must demonstrate track record in RFP and Bid Design, analytical modeling, and prior experience of working in similar projects globally or locally. Income and Sales tax registration certificates and documents as mentioned in Terms of Reference must accompany proposals. The awarded consultancy firm shall not be eligible to participate in any subsequent procurement or deployment phase of the program. Proposals must be signed, stamped and in complete conformity with RFP documents.

Technical and Financial Separate Proposals must be submitted at PITB, 11th Floor, Arfa Software Technology Park, 346-B Ferozepur Road, Lahore, till 1100 hours on 18th August 2026. Proposals shall be opened at 1130 hours on the same date. A pre-proposal session is scheduled for 5th August 2026 at 1100 Hours at PITB's 11th floor.
