Description / Scope of Work
The Chief Military Engineer Services (Navy) COMCOAST office at PNS Karsaz Karachi invites pre-qualification applications from contractors and firms for the supply of fresh water through bowzers to multiple military installations across Sindh province. The scope encompasses thirteen separate supply contracts to various naval and coastal defence facilities including PNS Qasim, 31st Creeks Battalion, 32nd Creeks Battalion, 102 Field Pioneer Brigade, and forward operating bases at JNB Ormara and other coastal locations. This is a recurring procurement requirement across multiple military establishments and forward posts requiring reliable water supply logistics.
Eligible firms and contractors must be borne on the approved list 'D' of Military Engineer Services contractors or possess equivalent registration with other government departments, with documented experience in similar water supply operations. All applicants must furnish a valid registration certificate from the Pakistan Engineering Council and bank statements demonstrating financial standing. Contractors not already on the MES approved list must provide proof of departmental registration, detailed financial statements with bank certificates, staff details, plant and equipment information, and performance records for similar work completed in the last two years, duly attested by a Class-I Gazetted Officer. New applicants or suspended contractors must deposit earnest money equivalent to two percent of the estimated contract value in the form of an FDR or Deposit at Call pledged to CMES (Navy) COMCOAST, which is refundable if pre-qualification is not granted or the contract is not secured.
Applications for pre-qualification must be submitted to the CMES (Navy) COMCOAST office at PNS Karsaz Karachi by 27 August 2026 at 1500 hours. Tender documents will be issued only to pre-qualified firms, with tenders required to be submitted by 1130 hours on 04 September 2026 and opened at 1200 hours the same day. All applications must include comprehensive information on previously executed work including agency, contract amount, duration, completion dates, and departmental performance reports from the relevant Divisional Engineer or Executive Engineer. Incomplete applications with missing data will not be entertained, and CMES (Navy) COMCOAST reserves the right to reject all bids or proposals without obligation to justify the grounds for rejection.
