Description / Scope of Work
District Council Sialkot invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System for arrangements regarding the 6th September 2026 event at Chawinda, Phalora Chowk and Joshan Jattan in Sialkot district, Punjab. The estimated contract value is PKR 2,485,000. Contractors and firms must be duly registered with the Pakistan Engineering Council (PEC) for the financial year 2026-27 and must fulfill all eligibility requirements as prescribed in the bidding documents. The procurement shall be conducted in accordance with the Punjab Procurement Rules, 2014 as amended, through the Punjab e-Procurement System.
Bidders must submit a Bid Security of 5% of the estimated cost exclusively through a Digital Bank Guarantee via SWIFT MT760 using the PSID generated from the Punjab e-Procurement System. Physical bid securities shall not be accepted. The successful bidder shall furnish a Performance Security of 5% of the Contract Price through SWIFT MT760 in accordance with the Punjab Procurement Rules, 2014 as amended. Bids shall remain valid for 60 days from the date of opening. All prevailing Government of Punjab laws, notifications, circulars and the Punjab Procurement Rules 2014 as amended shall apply.
Bidding documents are available on the Punjab e-Procurement System from the date of publication of this notice. Bids must be submitted electronically through the Punjab e-Procurement System on or before 24-08-2026 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM in the office of District Council Sialkot in the presence of bidders or their authorized representatives. The contract will be awarded to the lowest evaluated responsive bidder in accordance with the Punjab Procurement Rules, 2014 as amended. Only electronic bids submitted through the Punjab e-Procurement System will be accepted. District Council Sialkot reserves the right to reject any or all bids at any time before acceptance.
