Description / Scope of Work
The Public Health Engineering Division Torghar, Government of Khyber Pakhtunkhwa, invites sealed bids through the EPADS e-procurement system for construction of water supply and sanitation schemes in northern district of Khyber Pakhtunkhwa under developmental schemes with savings under 10% Net Hydel Profit for 2022-23. The tender comprises three main packages: Package No. 1 is a water supply scheme at Toot Patay Basi Khail with pressure pump at Sural Basikhail, estimated at PKR 5.97 million; Package No. 2 involves pressure pump installations at Shokati Tilli Hassanzai, Khanara Tilli Hassanzai, and Karak Madakhail, estimated at PKR 3.60 million; and Package No. 1 (main work) for construction of water supply and sanitation schemes in northern district, estimated at PKR 21 million, covering ADP Nos 171/251120 PK-41 and NA-15 in district Torghar.
Bidders must be registered with E-pak Acquisition and Disposal System (EPADS), Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA), Pakistan Engineering Council (PEC) in required category, and maintain active Federal Board of Revenue (FBR) NTN and Active Sales Tax Number status. Bid security of 2% of estimated cost is mandatory. Technical bids must be accompanied by evidence of PEC registration for solar-based pumping systems and performance certificates. Incomplete bids with attestation cutting or overwriting shall be rejected as non-responsive.
Bid solicitation documents are available from the official EPADS website (kp.eprocure.gov.pk) and KPPRA portal (kppra.gov.pk). Bidders shall submit technical and financial bids through EPADS file uploading system before the last date and time for submission: 02.09.2026 at 12:00 noon, with opening on the same day at 12:30 PM. Physical bid security, tender form fees (PKR 6300, 1791, 1080 for respective packages), and original certificates from Head of Department must be submitted through registered post or courier. Technical bid opening shall proceed on EPADS after revaluation, with financial bid opening announced subsequently. Clarifications may be requested through EPADS. All terms remain subject to KPPRA rules and Government of Khyber Pakhtunkhwa e-Paid system guidelines.
