Description / Scope of Work
The Public Health Engineering Division Kurram invites sealed bids through EPADS for four works packages under the Administration, Operation, Maintenance and Repair of PHE Sub Divisions for the financial year 2026-27. The procurement covers civil works at the Upper Kurram Sub Division (estimated cost 4.500 million), electrical and mechanical works at the Upper Kurram Sub Division (5.000 million), civil works at the Lower and Central Kurram Sub Division (4.500 million), and electrical and mechanical works at the Lower and Central Kurram Sub Division (5.000 million). Total scope represents approximately 19 million in planned maintenance and operational works across Kurram's public water supply infrastructure. Bids must be submitted electronically through EPADS before 01 September 2026 at 12:00 PM.
Eligible bidders must be registered with EPADS, Khyber Pakhtunkhwa Public Procurement Regulatory Authority, Pakistan Engineering Council in required categories, Khyber Pakhtunkhwa Revenue Authority (with active status), and Federal Board of Revenue (with active NTN status). For electrical and mechanical works, contractors must hold relevant PHE/PEC codes E.E-04, ME-07 and EE-11, possess a valid license from the Electrical Inspectorate Government of Khyber Pakhtunkhwa, and maintain own or personal workshop in District Kurram verified by the Public Health Engineering Circle. Bid security comprising 2% of the estimated cost plus stamp duty must be submitted as a call deposit receipt before the closing time.
Bid solicitation documents and bills of quantities are available for download from the official PHED website, EPADS portal, and Khyber Pakhtunkhwa PPRA website. Bidders shall upload completed bids through EPADS with original bid security, tender form fees, and additional security documents submitted physically to the XEN PHED Kurram office before the deadline. Bids will be opened on 01 September 2026 at 12:00 PM in the presence of bidders or their authorized representatives. Applications for workshop visit inspection must be submitted to the undersigned three days before the closing date.
